Cannot change admin password by katello-installer

How reproducible:
100%

Steps to Reproduce:
1. Run katello-installer without arguments
2. Run katello-installer with --foreman-admin-username admin \
> --foreman-admin-password xx \
3. Try to login with new password

Actual results:
Incorrect username or password

Expected results:
Sucessful login
