Due to fix: https://bugs.launchpad.net/networking-cisco/+bug/1469839, the replay count parameter is no longer used.
This needs to be reflected in the puppet-neutron manifests for the Cisco nexus ML2 driver.

The move of the param to obsolete in the ML2 mechanism driver has been integrated into stable/kilo and stable/liberty and is in OSP7.2 and OSP8.
