Description of problem:
netstat is a useful tool to have while testing.
Some of the tests already use it.
We have also made it a requirement of our tests framework.
We now need to make sure that jenkins slaves have netstat installed.

My bad, Michael Scherer has already made the changes and jenkins slaves have netstat installed too.
