Description of problem:
When switching a sync'd repo's download policy from on_demand to immediate; then performing another sync, no packages are downloaded. 

Version-Release number of selected component (if applicable):
Satellite 6.2 Snap 3

How reproducible:
Always

Steps to Reproduce:
1. Create/Enable a repo
2. Set the download policy to on_demand
3. Sync the repository
4. Set the download policy to immediate
5. Sync the repo
6. Check to see if the packages were downloaded

Actual results:
The packages were not downloaded.

Expected results:
All packages should be downloaded.
