This is quite similar to the bug referenced below, but differs in that
coming to the enter_bug.cgi page with component prefilled, component
description is not shown, and this is also the case when the same
preselected component is re-confirmed (re-selected) again in Component
field (maybe in part because this is no-op?).

How to trigger #1:
1. https://bugzilla.redhat.com/enter_bug.cgi?product=Fedora&component=clufter
2. Component Description not shown
3. open Component drop-down, re-select clufter

How to trigger #2
(ironically, discovered when cloning bug to file one for trigger #1):
1. try cloning arbitrary bug against Bugzilla product, targeting also
   Bugzilla as well
2. note that Creating/Changing Bugs is preselected
3. also note that Component Description not shown
