I don't know what is the purpose of this tracker. Doesn't seem to be used.

It's waiting for both dependent items to be resolved it, it is doesn't carry a action items by itself.

Note that bug #1320556 has been retargeted to 4.1.
Can we drop it as blocker for this one and move to QE?

Dropping Bug #1320556 since it's targeted to 4.1 and this tracker is targeted to 4.0.
