You probably need some codecs not available to Fedora for legal reasons. This is not totem's fault. See https://fedoraproject.org/wiki/PackageKit_Items_Not_Found#Missing_Codec for details. Once rpmfusion repositories for Fedora 24 are online you can get the codecs from there.
I can confirm this bug when `gstreamer1-vaapi` is installed. When removed, Totem is able to play the videos as expected. It may be related to: https://bugzilla.redhat.com/show_bug.cgi?id=1309446

AFAIK this looks like the same question of bug #1309446, and should be fixed now !
