User should be able to point to external git repo where his structure of templates is saved and RHOSP director should be able to consume and deploy them.

USERS STORIES:

* As a cloud operator, I want to trigger deployment by pointing to a remote git repository and specific tag (containing relevant heat templates) so that I can easily integrate with my change management tooling.

This effort will need to be considered in our export/import feature, but can be implemented separately.  Getting this feature late into the cycle, the initial effort will be made to match the user story for the case of creating a new deployment plan.  We will add the case for updating templates from a git repository in a later cycle.  Please see the gerrit patch attached for a preview.
