Description of problem:
As described on bug 1343938, libguestfs-tools-c which provides the underlying capability for scanning alignment is not shipped on PPC.
GetDiskAlignmentCommand#validate() should check this and fail gracefully if that is the case.

100%

Steps to Reproduce:
1. Set up a single hypervisor deployment on power
2. create a disk
3. run scan aligment

Actual results:
Ugly failure

Expected results:
Nice validation message
