Using the firefox-wayland copr.

The toolbar buttons doesn't have any hover state.

Normal chrome buttons (e.g. bookmarks, downloads, main menu / sandwich) have a dark border and lighter background when hovered. With the firefox-wayland copr build when running with wayland backend, those buttons don't change their state i.e. have no border, no highlighted background.

I think this is a result of bug #1349016 not updating MozContainer.

Yup, that's what I'm seeing too. Sorry for being vague in my initial comment.

I cannot reproduce this issue any more with firefox-wayland-55.6-1.fc26.x86_64 from Martin Stransky's firefox-wayland copr.
