Description of problem:
Creating a new user and leaving the console can lock out admin


Version-Release number of selected component (if applicable):
Build 28

How reproducible:
not sure

Steps to Reproduce:
1. create a users
2. log in as that user
3. leave the console (in my case I suspended the VMs)
4. try to log in as admin
Actual results:
admin user gets the message invalid username or password but the actual log message in skyring.log is "2016-06-29T13:55:02.729-04:00 ERROR    auth.go:75 login] Unable to login User:user user2 is already logged in"

Expected results:
user admin can log in because old logins timeout

I cannot reproduce this. I think this bug is related to bug 1341225
