I don't understand.  Nothing is checked in and the behavior is the same.  Are we just documenting this?  I don't have any opinion either way, just curious.

Per our conversation, Soft Reboot is working fine.  Hard reboot is covered under https://github.com/ManageIQ/manageiq/issues/9684 and should not be implemented due to the possibility of data loss.

Moving this to verified, with Bronagh's help, using 10.16.7.93 running 5.6.1.0
