Description of problem:
When you go under Administer-> organization -> <ORG NAME> -> edit -> users -> Click all users. All internally users are added to the ORG automatically, however if your user is External from IDM it does not get added to the ORG automatically. 

This gives an overhead in management, of external users as you currently dont have any way of assigning users to ORG from IDM directly, nor can you add a org to a group of users when they login the first time.

Steps to Reproduce:
1. Add IDM to satellite using https://access.redhat.com/documentation/en/red-hat-satellite/version-6.2-beta/server-administration-guide/#sect-Red_Hat_Satellite-Server_Administration_Guide-Configuring_External_Authentication-Using_Identity_Management
2. Administer-> organization -> <ORG NAME> -> edit -> users -> Click all users.
3. Create internal user, login with external user from idm

Actual results:
Internal user gets added to the Org
External user remains without an Org and unable to select one.



Expected results:
External users added to org.

Additional info:

No errors in foreman during this procedure, so i cant add a foreman debug for the problem.

Sorry under 3 it should say Create internal useer , Create user in IDM.

Is this for IDM configured as auth source or directly? For auth source, it has been solved by BZ 1104822, admin assign organizations on auth source level. For the direct one I think it's covered under BZ 1404906.

IDM Configured both for Auth source and directly, however at the time we created this we could not find a BZ for it, i think it is most likely related to BZ 1404906.
