Description of problem:
The primary navigation bar in Satellite works the same when you're in any of the tabs, except for RHCI Installer. When you're anywhere else, hovering over the tabs reveals a dropdown with all of the subpages for that tab works as expected.

When you are in RHCI Installer, on either Deployments or New Deployment, the primary nav bar no longer hovers, you have to click to see the subpages for that tab.

The third attachment to the previously mentioned bug shows the expected and broken hovering action.

Hovering over the navbar dropdowns should now toggle them to expand.
