Description of problem:
 See screenshot. The tooltip with name of resource is misplaced somewhere above the element the mouse is pointing at. This is caused when browser window height is smaller and the content is scrolled up (when user is looking at lower part of the dashboard). Scrnshot shows Storage name 'ps-ovirt-dc-a-more' covering Storage donut when mouse is pointing at red square below (mouse pointer hides when I took PrtScrn so it's not currently visible in the pic).

Steps to Reproduce:
1. change height of browser & scroll down on Dashboard, then point at Storage/Mem/Cpu

Misplaced tooltip

Expected results:
Tooltip Behaviour like on other elements on Dashboard

This looks like the same bug as BZ 1365929, correct me if I'm wrong.
