+++ This bug was initially created as a clone of Bug #1371936 +++ Description of problem: "scl enable" does not work from #! line of scripts. scl-utils v2 contains a special case which allows correct interpretation of the argv line when scl is enabled from a shebang line. Without this, it's impossible to use python (etc) interpreters directly from RHSCL.
