Description of problem:
When performing engine-setup, the 2nd question after 'Configure Engine on this host' is 'Configure Image IO Proxy on this machine?'.  

The RHV 4 Installation Guide says nothing about IO Proxy and moves to the following question which is 'Configure WebSocket Proxy on this machine?'

Expected results:
Add details in the Install guide in Section 3.3 (Configuring the Red Hat Virtualization Manager) for the Image IO Proxy explaining what it does.
