Doc Text:	Red Hat Virtualization now supports headless virtual machines that run without a graphical console and display device. Headless mode is also supported for templates, pools and instance types. This feature supports running a headless virtual machine from start, or after the initial setup (after "Run Once"). Headless mode can be enabled or disabled for a new or existing virtual machine at any time.

Description of problem:
oVirt engine currently always adds graphical console to a VM. Although this is right for most use cases, some VMs may be better off without having graphical console at all or after the initial setup. Engine has no option that allows this.
