Description of problem:
when navigating to timelines from monitoring tab its works fine but it doesn't
work from  accordion

How reproducible:
100%

Steps to Reproduce:
1.Add RHOS Provider 
2.Navigate to Storage->Storage Managers
3.click on any Storage Manager 
4.From left hand side click on timeline from accordion

Hilda,

Looks like we need to check whether Timelines button under Monitoring button group should be enabled or disabled, similar to https://github.com/ManageIQ/manageiq/blob/master/app/helpers/application_helper/toolbar/ems_infra_center.rb#L86

I couldn't reproduce this issue in 5.8.0.10-beta1
