Doc Text:
Previously, python-neutron did not convert some errors into expected exception types. As a result, it was possible for users to get unexpected exceptions based on those errors. With this update, all errors are now captured, even if the server side does not return a correct exception message. This helps ensure consistent behaviour from the library in case of errors.

Alex, the fix done in OSP8, see python-neutronclient - http://download-node-02.eng.bos.redhat.com/rel-eng/OpenStack/8.0-RHEL-7/2016-12-22.1/RH7-RHOS-8.0/source/
The upgrade should be from 7 to 8.
