This is part of rebasing GNOME to 3.22.

The latest stable release is currently 3.22.1.

There had been a multilib issue with .mo files (my fault, I overlooked it when merging changes in the .spec file) and I also disabled 'tests' subpackage, as it doesn't seem to be useful in RHEL.
