The latest stable upstream release is currently 3.22.1

I've pushed a WIP branch with initial rebase work. Please wait with builds here until nautilus/gnome-autoar/libarchive rebase that's tracked in https://bugzilla.redhat.com/show_bug.cgi?id=1387026 is resolved.

I've built file-roller-3.22.3-1.el7 which adds back the nautilus extension.
