Description of problem:

Currently we are putting all the iscsi TPGs/portals that are not optimized into one group. When trying to put windows in failover-only this will cause it to try to group the paths to all those non-optimized TPGs/portals together.

This should be fixed by gateway.py not overwriting existing ano groups. Instead it needs to create a new one, and set the id.

Fixed in ceph-iscsi-config-1.3-1.el7.

Verified..
Setting the multipath failover policy works on Windows.
