Description of problem:

An user who has VmCreator can't create new VM with disk in one stop, ie. in same action - new VM -> create instance/disk, because there is UI exception.

FYI the same user can create new VM without disk and then he is able to add new disk to newly create VM.

ovirt-engine-userportal-4.0.5.4-0.1.el7ev.noarch

How reproducible:
100%

Steps to Reproduce:
1. add an user with VmCreator
2. login as this user into User Portal
3. New VM - create new disk in same dialog (new popup will open)

Actual results:
after clicking OK in New Disk dialog, there is UI exception

Expected results:
should work nicely

putting regression keyword as it used to work fine, although i don't know last working version.
