Description of problem: It is not possible to create a new project using the management console. The main screen welcomes to you create a new project, if you do, it responds with: "projectrequests "aaaa" is forbidden: user <user> cannot create more than 1 project(s)." Running `oc status` replies: "$ oc status Error from server: User "<user>" cannot get projects in project "default"" Version-Release number of selected component (if applicable): OpenShift Master: v3.3.1.3 Kubernetes Master: v1.3.0+52492b4 How reproducible: Cannot reproduce because it is unusable due to this bug. Steps to Reproduce: 1. 2. 3. Actual results: Expected results: Additional info: My best guess would be that I reloaded the page while the request for a new project was processing.

The stuck project was cleared - you should be able to create a new project now.
Reopening this bug since the one it was duped on was closed and the issue still seems to be happening.

Projects could be deleted successfully in our test against dev-preview-stg.
