Description of problem:
When attempting to create a project, I am getting an error that states: 

"errorprojectrequests "help-what-can-i-4665" is forbidden: user wgordon17 cannot create more than 1 project(s)."

Steps to Reproduce:
1. Try creating a project with an existing name, e.g., "test"
2. Receive an error message that states can't have more than one project name the same, or something similar
3. Try creating a unique project name, e.g., nothing-real-xyz-8776
4. Receive the above error message
