Description of problem:
On my bare metal undercloud, I installed using 'openstack undercloud install' and when I ran the validator "DHCP on the Provisioning Network" I got this error message:

Task 'Install scapy' failed:
Host: localhost
Message: Failed to find required executable virtualenv

Failure! The validation failed for the following hosts:
* localhost


The package python-virtualenv is not installed by the undercloud installation and is not pulled as a dependency by any other package. Installing it manually fixes this issue.
