As stated by Eric, we'll try to fix this for OSP12.
Verified [stack@undercloud-0 ~]$ rpm -q openstack-glance openstack-glance-15.0.0-0.20170511190327.70d51c7.el7ost.noarch sudoer file was added for glance with the correct permissions
