This should already be fixed from https://github.com/ManageIQ/manageiq-ui-service/pull/327

Followed the steps:
1. In SSUI Selected language is Deutsch.
2. The Text is translated. Selected other languages now Say "English"
3. Left menu options are translated into English.

For chargeback translation on dashboard there another issue opened --> https://bugzilla.redhat.com/show_bug.cgi?id=1400206

So marking this bz as verified.
