I have completed a spec on this and it was accepted: https://github.com/openstack/ironic-specs/blob/master/specs/approved/drac-firmware-update-spec.rst I plan to start implementation on this shortly.
Moved to Tracking/OtherQA. No development or test required by Red Hat.
