Description of RFE: OpenShift to tag Images with the relevant rate identifier (or content. Allow for content (what is in the container) to be a charge element on a rate plan.Needs to support both a fixed and variable cost.

All PRs are already merged except one last fix (PR waiting)
BUT BZ was not open to track it.
