No metrics data is being collected. User is shown: "No Utilization data available"

How reproducible:
Always

Steps to Reproduce:
1.Add provider to CFME
2.Ensure Configuration --> C&U role is set
3.Wait minimum 15 minutes for metrics data to be collected. 
4.Navigate to Control --> Providers --> Monitoring --> Utilization

Actual results:
Error: "No Utilization data available"

Expected results:
Metrics UI page (Date selection + graphs) should be shown
