Currently, Insights notification emails are only sent to Insights users who have Customer Portal accounts. The majority of Satellite users do not have portal accounts and expect email notifications to be sent to email address associated with the their Satellite user. This RFE is to add the capability of the Insights plugin in the Satellite to send emails to Satellite managed users.
Verified in 6.2.8 3.0 Steps: 1) Created a new user in satellite (this user has no RHN account) 2) Subscribed the user to Insights mailing. 3) Register a host in satellite-server 4) Register the host to insights following instructions from https://access.redhat.com/products/red-hat-insights#satellite6 5) Manually triggered the insights sending using rake console: ForemanTasks.sync_task(Actions::Insights::EmailPoller) 6) Email received as in attached screenshot.

RPMS rubygem-foreman-redhat_access-1.0.15-1, rubygem-redhat_access_lib-1.0.6-1 were not included in the official Satellite 6.2.8 errata. The feature is not available when Satellite is installed from the Customer Portal The the installer installs rubygem-foreman-redhat_access-1.0.13-1
