Let's compare the heights of tab bars in different XFCE4 terminals based on GTK2 and GTK3 both running their respective default GTK2/3 themes:

xfce4-terminal-0.6.3-9.fc24.x86_64 : 28 pixels

and 

xfce4-terminal-0.8.0-1.fc25.x86_64 : 36 pixels

I would love this issue to fixed and the GTK3 version of XFCE4 Terminal to be made sane in regard to its height because on my display (16:9) vertical space is very expensive and I miss an extra row of the terminal when I'm running the GTK3 version of XFCE4 Terminal.

Overall, menu tab + tabs bar

GTK3 : 64 pixels
GTK2 : 51 pixels

This is unacceptable.
