Steps to Reproduce:
1. Upgrade from RHOS-9 to RHOS-10
2. Upgrade from RHOS-10 to RHOS-11
3. Check status of openstack-nova-api on overcloud controllers

After manually setting missed variables service has started:

@yuri: what was the actual value of metadata_workers in the nova.conf? was it present? was it 0?

Something similar has been mentiond in [1], so metadata_workers being set to 0 on 10 -> 11 upgrade might be a real thing.

A lot things have been fixed since this has been reported regarding double-upgrades. If this is still an issue with current versions, please reopen with reproduction steps and/or config files.
