Description of problem:

Allow users to configure and enable Ceph RBD replication between 2 (or more) existing OpenStack deployments. We need to determine if this is a director/UI or CloudForms supported feature, or if it belongs in both.

It could also be used to replicate RBD from an externally managed Ceph cluster so customer could use it has a backup solution that is not integrated with our product.
