Moving this bug to POST for triage into Satellite 6 since the upstream issue http://projects.theforeman.org/issues/13487 has been resolved.

Build :Satellite 6.3.0 beta

Steps:
Created a host with scap policy and content
Checked the crontab on client 

cat /etc/cron.d/foreman_scap_client_cron
# DO NOT EDIT THIS FILE MANUALLY
# IT IS MANAGED BY PUPPET

# foreman_scap_client cron job

# Runs foreman_scap_client 1
0 1 * * 5 root /usr/bin/foreman_scap_client 1 > /dev/null

Looks like the STDOUT is redirected to /dev/null
