Description of problem:Unlocalized tool-tip on virtual machines -> new -> system tab. The tool tip for Maximum Memory is unlocalized. The string is not in Zanata.

How reproducible:
always

Steps to Reproduce:
1. login to admin portal
2. go to virtual machines -> new -> system tab
3. check the tool-tip for Maximum Memory. (The '?' icon)

Actual results:
The tool-tip is unlocalized

Expected results:
The tool-tip should be localized.
