This bug appears to have been reported against 'rawhide' during the Fedora 26 development cycle. Changing version to '26'.

0.96 version requires "The Courier Unicode Library 2.0 header files". But fedora has out-dated courier-unicode-1.4.
courier-unicode-2.0 is the current version on rawhide, I believe a fedpkg build on cone is sufficient to build for rawhide.
