Description of problem:

The VPNaaS feature, which was in a technology preview support state, is being deprecated with Red Hat OpenStack Platform 11 and is expected to be removed with Red Hat OpenStack Platform 12. This is done due to a lack of customer interest and the general health and activity of the upstream project.

This bug is to track the removal of VPNaaS from the codebase with RHOSP 12.
