VPN-as-a-Service (VPNaaS) VPNaaS was deprecated in Red Hat OpenStack Platform 11, and has now been removed in Red Hat OpenStack Platform 12.

+++ This bug was initially created as a clone of Bug #1426917 +++

Description of problem:

The VPNaaS feature, which was in a technology preview support state, is being deprecated with Red Hat OpenStack Platform 11 and is expected to be removed with Red Hat OpenStack Platform 12. This is done due to a lack of customer interest and the general health and activity of the upstream project.
