My Tags tab not selected previously, no filter options.

Description of problem:

When adding groups, selection of a tab on existing group impacts availability of data in tabs when adding a new group.  If no existing group is selected, none of the tabs (My Laptop Tags, Hosts & Clusters, and VMs & Templates) have data to select to filter from.  If you select an existing group and then select one of those three tabs, then go to group and Configuration -> Add a New Group only the group that was selected previously shows options to filter from.

How reproducible:

Go to Configuration -> Access Control -> Groups -> Configuration -> Add a New Group, look for filter options.

Cancel, then select an existing group and select one of the three tabs.  Go back to Groups -> Configuration -> Add a New Group, look for filter options.

Actual results:

Only see filter options for last selected tab on an existing group.

Expected results:

See filter options under all three tabs.
