Description of problem:
Hi, Seems that Qemu-guest-agent is not properly installed on French versions of Windows 2012 R2 64 bits. cf screenshot.

The error msg is "

No problem with the US/English version.

Version-Release number of selected component (if applicable):

the qemu-ga-x64 msi installer was taken from the latest 0.1.133 virtio ISO.


Steps to Reproduce:
1. Install Windows FR 2012 R2 with KVM 
2. Install all the virtio drivers (Serial device + Balloon)
3. Try to install the qemu-ga-x64
