Description of problem:
In New Vm -> Advanced Options -> High Availability -> Dropdown Target Storage Domain for VM Lease appears as active as default while High Available is inactive, if you try to select the domain and then create the vm it fails with:

 Cannot add VM. A VM lease was defined but high availability option is set to false.

Is also inconsistent since if you click on High Available (enabled it) and then click again (disabled it) it will unable to use the Dropdown Target Storage Domain for VM Lease menu.

100%

Steps to Reproduce:
1. Go to VM Tab, Create Vm, add a name
2. Click Advanced Options -> Go to High Availability
3. Select a Target Storage Domain for VM Lease from the menu
4. Press OK

Actual results:
Creation fails since High Available was not enabled

Expected results:
Storage domain cannot be selected unless the High Available is enabled (as happens once you select/deselect the menu)
