octavia conf

Description of problem:
 -section haproxy_amphora missing key_path which is the amphora key
  ssh key*
  in devstack it looks like: key_path = /etc/octavia/.ssh/octavia_ssh_key
 -section controller_worker
  missing amp_image_owner_id

-oslo_messaging_rabbit section is not seen in devstack, but we see it in ospd controller.
