Glance should use v2.3 and Cinder should use v3. Nova.conf endpoints should be fixed

The actual work for this is in the patchsets associated with Bug # 1425533, I think this is appropriate for TestOnly treatment by the Compute team.

Effectively the test is to confirm that the keystone-related config values in /etc/nova/nova.conf point use v3 (not v2).
