Goal of this EPIC is to minimize negative impact to services during update/upgrade.

Phase 1 "Minimum to zero impact on workloads":
* Assure external routing to VMs through out update/upgrade
* Assure ability to create&manage workloads in between update/upgrade steps

Phase 2 "Minimum impact on service APIs":
* Review status of OpenStack service which can be upgraded in rolling fashion and which need to be completely taken down in order to minimaze service API downtime.

My partner Fujitsu that is working on this RFE in upstream decided to slip this to OSP15 or later, I just remove this from *FUJITSU-OSP13 tracker.

But leave this on epm13tracker since we knew that other partner also need to track this.
