Cause: Incorrect path specified in byo/openshift_facts.yml Consequence: When the quick installer would attempt to gather facts from remote hosts the installer would fail. Fix: Corrected the path in byo/openshift_facts.yml Result: Installer completes as expected.

Verified with version atomic-openshift-utils-3.4.76-1.git.0.4bec383.el7, the path is correct now. 

# grep "include" /usr/share/ansible/openshift-ansible/playbooks/byo/openshift_facts.yml
- include: ../common/openshift-cluster/std_include.yml
