Description of problem:
Have a RHV provider connected to CFME.
Have a VM run on one host.
On RHV side (while this RHV still connected to CFME),
turn this VM off, and then move the VM back up, and make sure to set it to run on another host.

Goto CFME, and in this VM details page, the VM state is seen as off.
Refresh the VM by going to Configuration->"Refresh relationships and Power states". Even after several such Refresh requests, the VM state remains off (down), while it should get updated to "UP" state.

How reproducible:
repeated twice
