Update the NFV Configuration Guide to document cpu-partitioning as part of the deployment and not in first-boot.yaml file going foward.

Must also clarify which RHOSP version supports this new approach to cpu-partitioning, and which versions must continue to provide the details as part of first-boot.yaml.
